ATF published an open letter to all FFLs addressing when work on a complete silencer already registered in the National Firearms Registration and Transfer Record is treated as repair or caliber modification rather than a new making under the NFA.
The practical takeaway
The letter permits more repair and caliber-change work than some shops previously treated as safe, but it is not an unlimited rebuild rule. The serialized frame or receiver and required markings remain central. A job that destroys the serialized frame or receiver, removes or alters required markings, or produces a new firearm can fall outside the guidance.
Who should review this
Type 07 manufacturers, Class 2 SOTs, gunsmiths working on silencers, and dealers arranging silencer service should review the actual letter and update intake or repair procedures where necessary.
