What the NPRM covers
The proposed regulatory changes are broader than a graphic redesign of the form. ATF proposed revisions involving identity and residence documentation, the transaction performance timeframe following a NICS check, electronic notices and forms, auto-population and attachments, private-party transfers, firearm-handler checks, and incorporation of prior guidance.
Current status
The public comment period has closed. The proposal should remain on an FFL change-management watchlist, but it is not a reason to rewrite current counter procedures before a final action takes effect.
