What happened
ATF’s May 2026 direct-final rule would have permitted use of public FFL eZ Check verification as an alternative to obtaining a certified copy of the receiving license in specified FFL-to-FFL transfers. The agency received significant adverse comments and formally withdrew the rule effective July 6, 2026.
Dealer takeaway
The proposed shortcut never became operative. Do not build an SOP around the withdrawn rule. Continue using the documentation required by current law and regulations unless and until ATF completes another rulemaking that actually takes effect.
