What ATF proposed
ATF proposed clarifying that an FFL could import a frame, receiver, or barrel capable of both sporting and non-sporting use when an identified sporting firearm configuration exists at the time of import. The proposal also discusses later domestic assembly into other lawful configurations, subject to other federal firearms laws.
Current status
The proposal was released May 8, 2026, and the comment period ended August 6, 2026. It is not a substitute for the import approval and classification requirements currently applicable to a particular shipment.
