Every update needs a status
Before changing a procedure, classify the source: proposed rule, final rule, direct-final rule, withdrawal, ruling, open letter/guidance, form revision, information-collection notice, court order, or other action. A headline is not a legal status.
Change-control checklist
- Open the official source, not only a social-media post or secondary article.
- Record the publication/release date and, if different, the effective date.
- Identify the exact FFL types, SOT classes, states, forms, records, or operations affected.
- Separate what the agency is proposing from what the agency says is currently required.
- Check whether litigation, a withdrawal, delayed effective date, or later notice changed the initial announcement.
- Assign an owner for the SOP, software, training, customer notice, or form change.
- Update training before or at implementation and document the revision date.
- Schedule a follow-up review after the effective date to confirm the implementation still matches current guidance.
