ATF’s May Paperwork Reduction Act notice proposed reorganizing and materially revising Form 4473, with the stated goals of reducing burden, simplifying the form, and aligning it more closely with statutory requirements.
Do not confuse a draft with the current form
The draft was published as part of a public-comment process. ATF’s later July 29 interim notice specifically described extending the existing collection without change while the agency reviews comments. The operational checkpoint for dealers is the current form identified by ATF—not the draft attached to the proposal.
