What ATF proposed
ATF proposed revising regulations that implemented the Bipartisan Safer Communities Act definition of “engaged in the business” as a firearms dealer. The proposal would remove additional regulatory definitions and examples added in 2024 while leaving the statutory definition enacted by Congress as separate controlling law.
Why the status label matters
This is a proposal, and the 2024 rule has also been affected by litigation. A headline saying ATF “moves to repeal” a rule is not the same thing as a final regulatory text currently in effect for every person in every jurisdiction.
