Proposal summary
ATF proposes modernizing photo and fingerprint submissions for firearms applications. The proposal would allow applicants and responsible persons to use a copy of qualifying photo identification in place of a traditional passport-style photograph in covered applications and would reduce the number or circumstances of fingerprint-card submissions in specified cases.
Status
This is a proposed rule, not a current replacement for existing application instructions. The comment period runs through October 5, 2026. Members should continue following the form and regulatory requirements currently in force while monitoring the docket.
